Meet Heather

My name is Heather Rockwell and I am the founder and owner of Calluna Consulting, LLC. I am a lifelong Oregonian and strategic communication consultant, specializing in legislative advocacy, public relations and content design services for clients across Oregon and beyond. I love helping clients communicate their vision by building messages that are clear, creative and compelling.

For the past five years, I have helped nonprofits, professional development organizations and labor unions achieve a number of big policy wins here in Oregon. In the 2023 Legislative Session, I helped my client pass the nation’s first ever publicly-funded recovery high school program, to ensure that youth with substance use disorder and co-occurring disorders have a safe, healthy environment to finish out their education. In the 2025 Legislative Session, I championed bipartisan improvements to Oregon’s outdated water laws. Before that, I worked on communication campaigns to secure millions of dollars in funding for child care programs, workforce investment initiatives, agricultural sustainability, climate resilience and economic development projects.

Prior to consulting, I worked as a Communications and Events Coordinator for an international nonprofit, where I developed social media campaigns, digital content and cross-cultural communication strategies, and coordinated events of every shape and size.

Whatever I’m working on, I love looking at big-picture problems and then digging into the details to find win-win solutions. I know how to engage diverse audiences to bring important conversations to the table, and I pride myself in developing communication strategies that bridge political or organizational divides.
